Connect a hose from water tank

We have a spare water tank behind the dwelling which I have attached a photo for your reference. The water tank should be collecting water from this building but is not in use, want to connect a hose out from it to a place where we can use water pipe to get the water for gardening & swimming pool. A simple solution is to connect the water tank with the hose in front of the building, or another place at lower level so no need to install new engine, depending on your suggestions.
