Drainage connection

I am looking at buying a house that has a pipe coming from under the house and onto the front section (concreted), where it drains onto the footpath. I think it needs to be connected to the stormwater properly. There is also some rusty guttering that needs to be replaced and I don't know if it is connected to anything at present. What I want is a quote to make this right to Council standards, so that I can factor this into my offer price. If I buy the house I would need this done immediately.
