Overflow discharging when there is no rainfall

We have RainAid water tank from APEX Valves and it has been continuously discharging water when there was no rain and have been using our metered water supply to fill the water tank. I'm not sure what the problem is, possibly the valve. We need someone to fix the issue so the tank doesn't unnecessarily use our metered water to fill the tank and then discharge the overflow.
