Repair on two toilets

I need repairs on two separate toilets: First issue: The plastic cap of the cistern tap has broken on one of them - need to replace the cistern tap with a chrome one for both toilets before the other breaks too. Second issue: Water is leaking from the tank to the bowl. Suspect the issue is the rubber washer on the bottom of the valve. I've been to 5+ stores incl Plumbing World to look for a replacement washer but no one had it. Suspect we'll need the whole valve replaced (I can't find the brand of the toilet or the valve). However if the part is going to be $80 (quote I got before), I'd like to get a quote for a replacement of the whole toilet. In that case I'd look for a low to mid range toilet.
