Water main tap not fully turning

Hi, The water main tap is stiff to turn off completely and therefore still lets a small amount of water through to the house. It is easy access at the front boundary, flat section. Ability to attend to job fairly quickly is desired. Feel free to call me on --- Thanks, Douglas
