outdoor tap replacement

Front outdoor tap is on a constant flow and not turning off. I was able to take the top part off so looked for a new washer however had no luck finding the correct size (may be the original from the 70's?)... I then went and purchased a new tap (Standard Hose Tap Brass Male 15mm) to replace the top part but can't get the rest of the tap off the connection to put the male on. Any help or ideas would be great. (NB access under the house is a couple metres from connection so easy to see joint etc)
