Replacing the toilet/toilet pan

When my toilet flushes, often it is not powerful enough to flush everything away and I have to wait and flush it at least twice. A plumber has said that the pan (needs about 12L) is too big for the flushing system (holds about 6L). The plumber I saw said he was too busy to help me do it. Please come and give me a quote if you have the availability.
