fix inadequte hot water flow

My low pressure hot water is now super low, not enough to warm the shower unless it is a trickle. Not sure if it is a shower issue or hot supply issue, but the flow has never been very good. I'd prefer a cheaper option than a new cylinder, if possible - currently a 1998 Rheem cylinder.
