Water Leak and Noisy Pipes – Repair Needed - Valve

I've noticed noise in the water pipes inside the house when cold water is running, not all the time. On checking the water meter box outside (where the water connects from the street), I found a visible leak inside the box. I'm looking for a qualified plumber to inspect the issue and fix it. I suspect it needs a new valve.
