Fix my toilet

Help - I need a plumber. My toilet is no longer flushing. It continually runs with water, and the cistern won't fill up. The main rod (excuse my description) won't seal at the bottom, to allow it to fill. Also the tap in the laundry is leaking, and I can't find a rubber ring to fit. It is starting to increase in flow.
