Main valve in water toby box is leaking

In Flagstaff Hamilton, the main valve of my house in water toby box is leaking. I cannot switch it off because it is too rusty even the handler fell off. There are two valves under a metal cover, one controls my house and another controls my neighbor's house. Just surprised that Hamilton City Council inspector said I need to pay the cost instead of free. I thought it should be the responsibility of council. Any plumber can help and give a quote please. thanks
