Pre-purchase check of hot water cylinder

I have just had a pre-purchase building inspection done and have been advised to get a plumber to check out the hot water cylinder (visible rust) to advise if it needs to be replaced and any flow on effects of this. Looking for a qualified plumber who can replace the cylinder after inspection if required.
