Check water main, add an outdoor tap, and replace a tap

I've tried to replace a broken tap (see photo with main water tap access below). However I can't seem to be able to turn off the water main to the flat completely. Hence I'm wondering whether it needs replacing or a new washer. Scope of work: 1- check whether main water tap still working and replace or fix tap 2- replace tap at front of the house (if got one already) 3- add new tap with T join at the deck area (see photo with red cross). I'll keep the old one for irrigation and outdoor shower 4- stop old tap from leaking, my need new threat tape Any questions or suggestions, just shoot them through.
