Leaking overflow pipe

Hi I have a hot water cylinder located in my ceiling space and although my house does not have a over flow pipe on the roof I have a leak coming from a drain that I presume is coming from there. I am not sure if its a plumber job or a electrician job (thermostat). Quite a bad leak constant drip
