Kitchen Tap Leak

Kitchen tap is leaking on to the benchtop, doesn't appear to be leaking underneath. Water coming out of the base of of the Methven mixer. We have high cold pressure and low hot pressure. Also would be good to have a flow restrictor put on the cold tap.
