Garage roof drainage

We are trying to get a CCC for this house. Council require the garage roof (membrane on concrete) to discharge into a dish drain rather than onto the garden. We need a dish drain approx 6m long installed at or just above ground level, discharging into an existing stormwater pipe at one end. I'm happy to help with plant removal and digging, and will pay a good hourly rate for prompt service, as we want to get Council sign-off on this in the next three weeks.
