Toilet blocked #2

Our tenants said the toilet is blocked (this is the second time this month), they bought a plunger from mitre 10 and plunged it but didn’t work. When they flush the water it fills to the top and take forever to flush away there is nothing in the bend of pipe. Last time plumber snaked it to clear it, so we wonder if they need help with that again. They are at home in the day so anytime to look at is fine. Would appreciate a plumber to give them some advice so this doesn’t keep on happening again.
