Private drain to main whole

our property is at the lowest spot of our area, so that the waste water flow rate is realy slow, and sometimes it even flows back from public drain to our private drain. Hence the main collector is under our deck, and we never know when the drain is been block untill we smell it.... Its like a nightmare and you never know when it will happen. We hope move the main collector to somewhere else and waste water never come back to our house!
