Drain blocked with green waste

We moved into this house a few months back and have realised that the grate in the photos (approx 25cm x 25cm) cannot actually be lifted as it is concreted into the ground. As a result, a lot of green waste has collected inside the drain and you can see it is blocked. Be great to have this cleaned out. Longer term, we will obviously need to find a way to lift the grate.
