Drainlayer required: Divert storm water

I have a soak hole near the front of my property, and all my storm water is diverted into it. However, I wish to divert my storm water to the kerb. I have the written permisson of Auckland Transport/Council to do this. The soak hole is about 4 or 5 metres from the kerb. so the soak hole needs to be dug up. The existing pipe going into the soakhole then needs to be connected to a new pipe which ulitmately takes the water to the kerb. There will need to be some digging up of the footpath, and I understand that Vector must monitor the digging due to the high voltage wires under the ground I have all the underground services either marked on the footpath already or on a printout.
