An outside water spigot is not flowing freely. When the water is turned on, it shoots out in a pinpoint, high pressure stream. I've attempted to clear it out with CLR (assuming there was calcification or other mineral buildup inside), but it was ineffective. My purpose is to use this for gardening, so a free flow of water through a hose is desirable.
