Identify water leak and quote on repair job

Our tenant's property appears to be using a lot of water, far more than usual. We performed a water leak test and it appears that the meter shows usage even when no water is being used at the property (see attached photos of meter 4 hours apart). We cannot identify the source of the leak, there appears to be no leaky faucets, toilets or hot water cylinder issues (that we can identify). We'd like a plumber to do an inspection to identify the source of the leak and either quote on repair or let us know if the job is something Watercare need to resolve.
