New toilet

We currently have a toilet with an internal cistern (see photos), it keeps running water into the toilet bowel and looks like it is held together by cable ties. We would prefer to just get a new internal cistern (if this is something that you think you could do) but understand that it may not be possible, so would also like to know how much it would cost to just get a new (regular) toilet installed.
