Plastering quote - Ceiling, and query if I can skim-coat my walls

Hi. I have a 2 bedroom, 2 story 110sqm townhouse. I'm after a plastering quote for: (1) Can I skim coat my walls? The mid-70s wallpaper has various bubbles and some tearing on the edges. It's flat, un-textured wallpaper that's been painted. There's a a few hints that there was a layer under that with printed wallpaper. My fingers are crossed it's possible, rather than the alternatives... Affected rooms: 2 bedrooms, stairwell, laundry, small bathroom, large lounge. (Already done: Kitchen, bathoom) 2) Ceiling plastering. We're part-way through replacing the ceiling gib, and are looking for a quote to plaster it. Affected rooms: Same as above. I've included the floorplan of my neighbour's townhouse, which is more-or-less the same Thanks!
