Skim coating walls

I need walls in my house skim coated to be ready for a paint finish. The walls are currently painted lining paper that has a subtle texture and is peeling/bubbling at the seams with other small dents/scuffs and a couple of places has the lining paper peeled off when things have been removed from the walls (biggest piece would be about the size of a coaster). House is 80m2, 2 bedrooms. Currently also have popcorn ceilings so would be interested in cost to skim those as well, but separated out from the walls in the estimate please.
