Sanding/smoothing gib stopping

Partner has build a wall for the first time. Has got to gib stopping but cant seem to get it smooth. It has the gib compound on but we would like a quote for someone to sand/ smooth it down to flat so we can get to painting. wall has one join on both sides of the wall And the end.
