Agregate Concrete for Parking Pad

I have a parking pad in front of my deck at tge end of my drive. It is currently covered with smooth river pebbles. These pebbles been placed on a base of compacted pumice and sand on top of weedmat. However, increasingly the weeds still break through. I am wondering if someone is able to concrete over the stones leaving an exposed side of the stones so it is comfortable to walk on and doesn't just look like a slab of new concrete. The area measures 2 4 x 6.5 metres. It is essentially already boxed in by the end of my driveway, a right angle concrete edging to the garden by the fence, the bottom edge of the deck, and a sleeper at the end edging the lawn. Photos provided. I will get rid of all existing weeds first.
