Asphalting / concreting driveway

We have a shared ROW driveway that we are looking to seal with asphalt or concrete. The dimensions of the driveway is approximately 37.5m x 5.5m ( --- ) but we would be looking to leave a garden of 0.5m either side so we would be looking at --- sealed + 37.5m2 garden (simple plants + aggregate stones). The driveway is currently just unsealed aggregate stones.
