Painting top-coat on new timber window sashes

We are getting new timber sashes installed with double glazing. Every window unit in the house will have new timber sashes. They will come primed, but not top-coated. This includes new door frames which will need painting. We are looking for a painter to top-coat paint the new window sashes once they are installed. The sashes need painting inside and outside. When a window is not on the ground floor, scaffolding will already be set-up.
