wood wall surface and window sill repair

My cat has left a few scratches jumping on and off a window, marking a bit the sill and wooden wall below. I have moved out and need to get it fixed to get my bond back. The scratches are not deep - may require minor sanding and revarnishing. The window sill is painted white, very quick and easy to fix (could have done it myself if I had noticed!). The rental agency's contractor is talking about redoing the entire wall for top $$$ ($700+), although he hasn't seen the place yet. I'm willing to pay for this, but $700+ sounds ludicrous! There's no way it should be this expensive for such minor damage - please help!!
