Ceiling Prep and Paint.

The ceilings in our home have flaking paint. I'd like to repaint the ceiling, but also prep the ceilings to get rid of the flaking paint (maybe a sealer of some sort is needed?). Some areas in the ceiling will need to be patched and stopped (approx 10 fist-sized holes) where there used to be downlights. Total ceiling area is about 100m2 (3 beds, bath, lounge, kitchen, hallway).
