Extremely big project. 3.0 Tender Information Requirements 3.1 Required Information 3.1.1 The Tender must include the following: (a) A description of all technical expertise, labour, materials and equipment necessary to deliver the service or product (as the case may be) in accordance with the specifications set out in Schedule B; (b) Evidence of compliance with relevant standards; (c) Proof of relevant experience; (d) Evidence of insurance held; (e) Evidence of health and safety programs in compliance with the Health and Safety in Employment Act 1992; and (f) A completed Proposal Summary Form (Schedule C). 3.2 Relationship Management 3.2.1 Tenders should indicate how the relationship with the CONTRACTOR will be managed and state any dedicated resources that will be provided. 3.3 Benefits Realisation 3.3.1 All Tenderers should provide a plan to identify where savings could be achieved through the supply of the products and services included in this RFT. Tenderers should quantify the value of these savings over each of the years of the contract. 3.3.2 Tenderers are encouraged to provide innovative ways of offering benefits to CONTRACTOR for growth in additional business. 3.3.3 Tenderers should specify the rebates or discounts offered for achieved sales targets. Where CONTRACTOR exceeds base levels of procurement from the Tenderer, tangible discounts should be offered. 3.4 Transition and Implementation 3.4.1 Tenderers must describe their plans to implement a change to or introduction of their products to the CONTRACTOR and include the management of perceived risks and other relevant issues. 3.5 Price 3.5.1 All pricing must be provided on a separate page. 3.5.2 If this RFT contains a Schedule of Prices: · The Tenderer must set out and enter against each item a price and rate as appropriate. · Failure to price any item in the Schedule of Prices will be taken to mean that the cost of that item is included in the price and rates for other items. · Where the Tenderer does not offer to supply the item then the words “not supplied” shall be stated in the price column. 3.5.3 Tenderers are encouraged to propose innovative pricing solutions. Tenderers must state the assumptions on which their pricing strategy is based. 3.5.4 All quoted prices must be: · Firm NZ dollar prices (i.e. not subject to variation in relation to: exchange rates, wages rates, material costs or overhead expenses); · Valid until the date specified in Schedule A; and · Exclusive of GST. · All prices shall be inclusive of all delivery costs. 3.5.5 If this RFT includes the provision of products or equipment: · Pricing must include all installation and delivery costs. · Any requirements not identified by CONTRACTOR incurring additional costs as a result of required installation must be identified. · A detailed proposal for servicing must also be included. 3.6 Commercial Information 3.6.1 As CONTRACTOR values long term strategic relationships Tenderers should describe the business continuance/disaster recovery plans their enterprise has in place, including test procedures and outcomes of any test procedures actually performed. Any possible impacts a disaster may have on supply should be stated. 3.6.2 Tenderers should indicate the size of the company’s operation in New Zealand and include office locations, staff numbers and details of related offshore sites. The names and resumes of key staff who would support the supply of products and/or services to CONTRACTOR should be provided. 3.7 Contract 3.7.1 Tenderers must acknowledge they have read Schedule D – General Terms (will provided upon request) and Conditions of Contract. If the Tenderer does not accept any clause of Schedule D then that should be clearly identified and if appropriate any alternative wording proposed. 3.7.2 The Tenderer must also supply any further terms and conditions it proposes as part of its intended contractual arrangement with the CONTRACTOR. This is particularly applicable to Goods provided on loan or on consignment. The Tenderer’s terms and conditions will be evaluated as part of the value for money criteria of this Tender and if accepted will form part of the special conditions of Schedule D – General Terms and Conditions of Contract.
