Wooden Window Maintanence

Hi all! I have 7 old wooden windows that need repaired/maintained. Some are probably fine with a bit of paint but some may require a bit more work (putty or whatever..) When I bought the house some of the windows were painted over, and they don't open, so maybe if that could be fixed that'd be great. Looking for a rough price per window inclusive of materials.
