Heavy duty drill 2 holes

I got the special concrete bit for drilling 2 holes for my safe, but it won't go in further than about 10mm. Made a weird high pitch sound and went no further. I live in a sleepout, want safe in ground in wardrobe. Thought concrete floor but unsure now. Can't get specs as letting agency is run by clowns. Please help. I live in dodgy area and need this safe installed that I bought from mitre 10. Cheers in advance.
