Window keys to be cut

Hi there, we have moved into a house that has some small white locks on a number of windows. Unfortunately 3 are locked and we don’t have the key! Ideally we would get a key cut for these but if that is not possible we may just need them removed. There are another 8 in the house that are unlocked but we don’t have a key for. I am wondering whether to remove them entirely or whether there is one master key for all of the locks in the house. Something to be checked out and discussed when doing the first job!
