We are seeking a qualified contractor to inspect, repair, and establish a maintenance plan for a row of solar and wind-powered LED street lights on a private road approximately 200 meters long. The road is managed by a Homeowners' Association (HOA), and the existing lighting system consists of 11 off-grid LED street lights, each powered by 24V LiFePO₄ batteries, solar panels, and wind turbines. Maintenance has been neglected, and currently, more than half of the lights are not operational. Project Requirements: - Inspection and Diagnosis: Perform a thorough inspection to assess the current condition of the lights, batteries, solar panels, wind turbines, and wiring. Identify the causes of non-operational units, which may include degraded batteries, faulty LEDs, wiring issues, or damaged solar/wind components. - Repair and Component Replacement: Provide a breakdown of required repairs and potential upgrades, such as replacing old batteries with more durable options like Lithium Iron Phosphate (LiFePO₄). Repair or replace damaged or malfunctioning components to restore full functionality to the system. - System Optimization: Make recommendations for optimizing the system, potentially upgrading components for improved performance and longevity, if feasible within budget. Assess whether minor modifications (e.g., updated charge controllers or battery enhancements) could improve overall reliability and energy efficiency. - Establish a Maintenance Schedule: Propose a maintenance contract for routine inspections, cleaning, and component checks. The maintenance plan could cover: - Quarterly cleaning and adjustments as needed. - Biannual testing of the battery health and full system audit. Ensure the maintenance plan complies with local regulations, requiring a certified electrician for certain prescribed tasks. Qualifications Required: - Licensed electrician registered with EWRB - Ideally, experience with solar and/or wind-powered lighting systems, including battery maintenance. - Ability to provide a clear breakdown of repair and maintenance costs and propose an economical yet reliable maintenance contract.
