Installing Overhead Light in Basement Bedroom

Renovating my downstairs basement storage room into a bedroom. Currently it has fluorescent lighting. I am interested in generic, bedroom-appropriate overhead lighting. Additionally, potentially disconnecting the fluorescent overhead lights from the switch. They don't need to be removed, but we either are gonna tape over the switch or have someone disconnect it. Cost effectiveness is more important than quality of finish at this point.

Change bulb - Second storey outdoor

Details: - It's pretty high up, attached to the soffit of second storey - Ground is not perfectly level so you'll probably need a big ladder and some way to level it - I suspect the light housing unscrew somehow to access bulb but unsure - I do not know what type of bulb so will need you to identify/supply/install the bulb - Prefer a long life premium quality bulb (probably LED)
