200 feet of wooden steps and fence/handrail up very steep section

We need someone to build new paver steps. We have some already done at the top, but they need to be finished all the way to the bottom of the section. The current ones are glued into place, using round-wood, pinned down with re-bar and weed cloth installed prior to the addition of 1/4 minus gravel. Also need some type of hand-rail which doubles as a boundary fence. Need to arrange a drainage system / foundation so that steps do not slip away. Ground needs to be prepared from concrete steps being removed.
