Prep clay and stone backyard for grass

We have a recently built up back yard which has been retained. We need someone to break up the dirt and smooth out in line with the natural incline. At the same time, rake out the top layer of rocks, and put them under the house. Then lay a layer of compost and flatten. And then a layer of top soil and flatten. Also need to dig a small trench and fill with topsoil so we can plant a hedge. The north fencline we would like a border of bark laid. All up, the site is about 70m2 (if I have done my math right) The complicated part will be getting in the compost and soil. The backyard is only accessible through stairs and the house. The building site next door means there is no more room for a truck to drop soil. But you could walk in bags from the building site and chuck them over the fence. We could arrange student job search students to help with that part if need be. Also looking for someone who can arrange delivery of all the soil etc. Willing to pay a bit extra for an ASAP start as we are potentially prepping for sale.
