Refresh soil in raised vege bed - stone, garden mix & compost

We have emptied our raised vegetable garden and removed the soil in order to refresh. We now need it filled - we were thinking a layer of stones for drainage, then garden mix and perhaps compost on top. We think we need around 2 cubic metres of soil. We want garden mix and compost to meet BioGro standards - e.g. from Wellington Council compost or NZ Compost (which have both comfirmed they meet BioGro standards), but neither place delivers bags and we don't have an area to easily get loose material delivered. Keen for cost-effective solution asap.
