Raised garden

Id like to make a couple of raised gardens on the top of this retaining wall area and have the rest of it weed matted and stoned and possibly some type of steps made in order to access the area better. I have provided a photo of what we would like it to sort of look like. Do have other things i would like done in the near future so if this gos well could discuss more ideas.
