Rock inspired, low maintenance small garden

Hi We're looking for a landscaper who can help us achieve a minimal rock or zen garden in our little sanctuary. I have few online inspirations e.g. rock garden but unsure how to set it up ourselves so we're keen to find someone who can help us design and supply/install them in our property. Also, suggest the kind of plants that suits best for us. Coverage: side garden and front garden. pictures are attached. Work required: Side Garden - Concept design, Rock supply, plants supply in pots as we do not have soil to plan in the ground (all that was setup are stones and grass), potential lighting and water feature installations. Front Garden - Concept design, Rebuilding that requires digging/putting in good soil, rock supply, plant supply. We only have minimal budget as per indicated expected cost, so would appreciate to have someone willing to work out within our budget. We are open to suggestions though that may be minimal so as not leave the area bare. Thanks in advance!
