Retaining walls for front yard parking area

Require retaining a front area of property, one side at approximately 1.5-1.8M high. End 1.5/1.8M through to about 700mm other side 700mm down to ground level. Will require excavation and removal of materials. Want to have a grass finish, not concrete, as I want to park on the area will need to be some form of grass pavers to stabilise the area. Property plans show a storm water drain in the area although I believe the drawings to be inaccurate. Will need to relocate (lower) water lines to the house. Will require a new fence on 2 sides to be installed including possibly a gate. All permits (if required) to be managed by contractor.
