Establish fast growing privacy tree hedge

Our house sits on the corner section, close to the footpaths. We need to quickly grow privacy hedge. Originally developer made an attempt to do this, but it did not work as the plants are sick and don't grow - probably the soil is not good. We need to dig up the trench about 20-25m length, fill it with good soil, supply and plant good sized hedge plants (Ficus Tuffi or Eugenia Ventenati or similar). Clay removed from the trench can be utilized to landfill area behind retaining wall (see another job posted). Space under the trees to be filled with bark with weed matt.
