Remove old grass, tarps, level/fill and re-plant

We have a small grassy area that was grown on top of weed matt that is excessive on the sides. Looking to have the top level of grass removed along with the existing weed matte and it re-filled and re-planted. Not sure if it's easier to just trim the weed matt and fix just problem areas or completely remove the top layer and re-do the whole thing. Also have 3-4 dips where shrubs were removed by previous owners I'd like levelled, filled and grassed. Also might have some other works done depending desire and/or cost
