Falling retaining wall

The retaining wall on my property boundary needs replacing as the soil from the neighboring property has gradually pushed the wall forward. I need advice and a quote to remedy this problem. I have taken photos from both sides of the fence which shows the soil against the current retaining wall. I think a small digger will need to remove the soil behind the fence before a new retaining wall can be built?
