Turning old flower garden area into flat space for lawn/bark etc

I've recently moved into a new house. Way too much garden to take care of so I've cleared an area and want to get it finished off ... there are a few smallish tree stumps and the ground is SO root bound that if I want to lay grass (haven't decided) the base needs sorting! I really have no idea! Just keen to get some advice as to best approach and (of course) some quotes to get the job done.
