Landscape Designer

We have a house in Blockhouse Bay that needs to be landscaped according to overland flow path regulation a propos a flooding report (This report and site plans/elevations are already available). Essentially, the deck and some of the built up garden beds need to be removed and replaced with an alternative that will not obstruct the overland flow path. As this area gets flooded occasionally and is in constant shade, nothing survives there. So we need someone with a bit of imagination to make it work. In addition, we would really like to have it landscaped with considerations to: 1. costs (hence paving the whole area is not be feasible), 2. aesthetics (a design that covers the whole section as we plan on redoing everything), and simple in terms of functionality, 3. and maintenance (we are conscious that tenants will not take care of the garden). We already have a contractor we want to use for the hard landscaping work and we are currently applying to the Council for a resource consent to undertake this work. What we need is a landscape design plan to show what we propose to do.
