Driveway retaining wall and surfacing including consents

Aim is to widen driveway by excavating and retaining a bank next to existing driveway. Work is to project manage, excavate and construct retaining wall 15m long from 0m at one end to 1.5m high at the other. Some tree removal required. Surfacing - prefer concrete but may need to be porous. First part of job is to gather any required council consents for the work before committing to physical job.
