New Deck and Garden

Our house was built in 2007 with a poor design for the back garden. There is a tiny patch of grass that has poor drainage under it and we'd like to deck or tile the area completely to avoid the boggy mess. The neighbors also look down into our property so we'd like to either extend the height of the fence or plant some kind of hedge or wall that blocks their view. What we don't want though is a concrete jungle, there needs to be some greenery but low maintenance.
